Is the TOU or EV plan worth it?

If you can shift EV charging and flexible loads to off-peak hours, Eversource Connecticut's TOU plan may lower your bill. Heavy peak-period usage (when rates are highest) can offset those savings.

How these rates are built

Connecticut Light & Power territory, including Hartford. Not United Illuminating. Rate 1 effective July 1, 2026 is a $9.62 monthly customer charge plus 23.602¢/kWh. That total is delivery of 12.025¢, including the 5.844¢ local distribution charge, plus Standard Service generation of 11.787¢ and a 0.210¢ federally mandated congestion credit. Taxes are extra. A third-party supplier replaces only the generation charge and that congestion credit.

EV and time-of-use notes

Rate 7 uses the same $9.62 customer charge. Off-peak is 20.754¢/kWh and on-peak is 29.982¢/kWh, both including delivery and Standard Service through December 31, 2026. On-peak is noon–8pm on weekdays. The plan runs for one year and then continues until canceled with one month of written notice.
