Is the TOU or EV plan worth it?

If you drive 700+ miles/month and can charge overnight or on weekends, PECO's time-varying rate often saves money — peak rates can run 2.5× off-peak. If most of your usage happens during peak hours (often late afternoon), TOU may cost more than a flat plan.

Calculate charging, usage, and solar economics

Solar & net metering

PECO uses Pennsylvania net metering. Solar customers can generally combine net metering with eligible TOU plans — timing self-consumption vs export matters for savings.

Example EV charging savings

Typical EV: 11,000 miles/year (3,143 kWh)

ScenarioEst. annual cost
Charge during peak ($0.43/kWh)$1,340/yr
Charge off-peak ($0.17/kWh)$534/yr
Estimated savings (off-peak vs peak)$806/yr

Assumes 11,000 mi/yr, 3.5 mi/kWh, and 100% of EV charging at each rate tier. Real savings depend on your driving, charger, and schedule.

How these rates are built

Philadelphia and the surrounding counties. Rate R variable distribution is 10.236¢/kWh and the fixed distribution charge is $11.29 per month, effective July 1, 2026. Default supply from June 1 through November 30, 2026 is generation of 10.785¢/kWh plus a transmission service charge of 0.974¢/kWh. Together that is 21.995¢/kWh. A 1.05% distribution system improvement charge applies to distribution charges effective October 1, 2026. State tax and other riders are extra. Supply bought from another company replaces only the generation and transmission charges.

EV and time-of-use notes

Time-of-use changes the generation charge only. Peak generation is 31.430¢, other off-peak generation is 8.362¢, and super off-peak generation is 5.767¢. Adding the flat 10.236¢ distribution charge and 0.974¢ transmission charge, midnight–6am is 16.977¢/kWh, other off-peak hours are 19.572¢/kWh, and the 2–6pm weekday peak is 42.640¢/kWh. A smart meter and PECO default supply are required. Customer Assistance Program customers are not eligible. After leaving, re-enrollment waits twelve billing months.
